Why it happens
Lang Ranch is several neighborhoods under one name: townhomes and starter tracts near the park, larger houses up the parkway, and a few gated pockets on the ridge. Nearly all of it was built between the late eighties and the early two thousands, on slab, with copper supply and ABS drains. That is young by Conejo Valley standards, and it means the pipe itself is rarely the problem yet.
What is coming due is everything attached to it. A water heater from a 2000 build is on its second replacement. The pressure regulator at the front of the house was set once and has never been touched, and the lots are high enough that street pressure runs well above what the fixtures are rated for. Angle stops, fill valves and faucet cartridges from the same year all wear out in the same few years.
